For comparison, here's the memorial Park Won-soon got last year. But he was a horrible person for committing unspecified sexual harassment against a city hall worker.
All Roh Tae-woo ever did wrong was take part in a violent coup to overthrow democracy, lead the military during the Gwangju Massacre, and embezzle a ton of money while president which he never gave back.
Doesn't make any less sense viewed from this side.
