I definitely remember that Desperados sign always being there. Not sure if the place had a name other than that.
A pretty intricate crank thing.

Looking back the way I came.
A big mound of insulation or whatever exactly this stuff is.
Ladder down to the lower level.
There's a room down there.
Just a room: it goes nowhere else.
Looking out at the trees across the street that probably don't hide anything like a massive US military garrison.
Time to go back to the ladder, across this.
