Frozen Pipes
The building manager wanted me to take a picture of the hot water heater, which is located outside. She needed the phone number.
Here's a photo from further back where you can see what it looks like. I'm really not convinced blue insulation will keep a pipe unfrozen if it is not exposed to a heat source itself.
